Export Development Fund (EDF)

In short

Egypt's Export Development Fund (EDF) compensates exporters for the structural cost burden of operating from Egypt. The rebate is paid by the government to the exporter against documented shipment and full compliance — it is not a buyer-side discount.

Eligibility

Egyptian-registered exporters with a valid CAPQ export number, current GAFI registration, and full tax + insurance compliance. Eligibility is set annually by Ministerial decree and is restricted to specific crops on the published list (typically including citrus, grapes, strawberries, mangoes, dates, onions, garlic, potatoes, fresh herbs) and specific destination markets (the government prioritises diversification — Gulf, Russia, Central and Eastern Europe, parts of Africa are typically incentivised).

Rate

4–10% of FOB invoice value, varying by crop, destination and season.

Rates change annually with the Egypt government's budget cycle. Always check current schedules with the administering body.

Payment timing

Historically delayed by 18–36 months. Recent reforms have shortened settlement cycles but payment timing remains a working-capital burden, not a cash bonus. The rebate is received against documented shipment and full compliance — it is not received at the time of sale.

What this means for the deal

For exporters

The Export Development Fund is a government program to compensate Egyptian exporters for the structural cost burden of operating from Egypt — currency volatility, port congestion, longer settlement cycles, and the financing cost of long delays in receiving the rebate itself. It is exporter compensation, not a discount on the shipment's FOB price. The buyer has no contractual claim on the rebate.
